-- when obama won the effort and energy that african-americans put into his victory meant that many of the associations which -- this happen before. it changes things. the one thing to remember, we are the only race, only race that the republican party has not pursued. they -- zero. so they get zero response. there's nothing in any of the associations that can be said to lead african-americans, large associations, the fed responded to cited or articulate. the problem is and question was about coalition building. i think that is an important issue. it would be easy to build coalitions if the republican ticket wins because it would be a lot of people who say we don't have to have coalitions that are just response. the problem is that without some of these organizations that were not as responsive as they should've been after obama got into the white house, we cannot maintain without a link left. there are a variety of explanations for the. probably my simplest example, shirley sherard. remember, we immediately conceded to the right wing media spin can you explain who she is. >> the af

worth noting. one is missile defense. when the obama administration came into office, they did not cut funding for missile defense. they kept it at about the same level, about $10 billion a year. but they shifted resources to focus much more on other things. these are systems like patriots, it is good for helping protect our forces overseas were -- now, national missile defense systems are really concerned with protecting the united states in particular. the obama administration changed our plans for european missile defense to leverage the existing missile defense system and put that system sure first in romania and poland later on. they also curtailed the ground-based midcourse. they stopped it at 30. i think the wrong administration would actually probably go back and change the balance again, much more in favor of national missile defense systems and we have actually seen in congress, republicans have been pushing the idea of deploying some of these ground-based and interceptors on the united states disclosed. another area of specific differences in shipbuilding. it is an imperfect

with the families of those that lost loved ones. back to you. >> nbc's ron allen. thank you. president obama and the first lady marked the somber anniversary this morning leading a moem of silence outside the white house. he visited the pentagon and arlington national cemetery, while vice president biden was at shanksville, pennsylvania. mitt romney spent the day visiting first responders in the national guard. a lot has changed in 11 years since 9/11, including our national defense. we started two wars both in the name of 9/11, two very costly wars. a fact that is eping to shape the presidential campaign. the pentagon budget is 55% higher than it was. the first cut is 487 billion in cuts over the next decade. congress agreed a year ago and president obama signed it as part of the budget control act last summer. the military says with smart changes it could operate under the cuts without jeopardizing preparedness. the second set is for another 500 billion. it would trigger into effect in january if congress and the white house can't cut a deal to slash the deficit by another trillion tlars.

is the necessary work. succumbing even in the kind of world that obama gets elected and you have the republican congress a think that there's a decent chance we are going to get a fundamental tax reform and i would added that on to the list. dewey ultimately get the consumption tax? ayman economist, so i can certainly make the argument for why we, are there. i don't think that is part of the debate right now. we are a fair way away from that. but we will see. i do think one of the risks, which i think people largest founding is the notion that free essentially bargaining the strategic reasons we will go off the fiscal cliff. in the sense that the advantage of doing that is then the tax rates recent back to where they were at the beginning of the bush administration and then you can have a different debate which is a debate about what's to a big tax reform that includes cutting the taxes for most people, and that is the more attractive to date for both sides to have them the current one. and so, you know, there is a lot of work being done on what is the economic consequence going off the cliff?

, as dictated by president obama down pennsylvania avenue, if they want to work a budget together and we can work these things out together, we can come back in a heartbeat. we'll be ready to go. but we saw with that supercommittee, just as i predicted in july of last year, they didn't want an agreement. apparently my friend talking in the last hour didn't know but pat toomey's made a proposal that would have caused more tax that is had to be paid by the wealthiest in the nation. that are already the top 18%, pay 39% of the taxes. well, if they get 39% of the income, they should. but they only get 13% income. but they wanted to pay more. here is a proposal in good faith by republicans we'll raise revenue, and it was reported here locally that, gee, some of the democrats said this may do the trick. we may get to an agreement now. this is great. thanks for doing this. we can reach an agreement. then they go away and must have talked to harry reid and president obama and you can see the game plan. you got to go back and tell them we are not going to reach an agreement because our best help for
